There seem to be two black Americas, just like the white folks. I have a hard time associating all black folks with the pathology of the inner city.
Thats why the term "black community" causes me to bristle a bit. Its used for political purposes, but they aren't all of the same mind.
To me, the best example of a welfare trap is the inner city and Appalachia. Classic welfare traps

yeah, there is no "black community" outside of the minds of people who think there is, which encompasses more people than it doesn't. i'm not even sure what makes one part of the "black community."

The issue is we are addressing the problems after they have already been created by the government.
The government incentivized out-of-wedlock children and absentee fathers. Now that those bastard children have run amok, we can't dial back the original laws that started this problem because "what about the chirrens"

I personally know several people who have benefitted greatly from it. One, a Marine, went to medical school, became a doctor and served with the US Marshals.
