I started playing golf with several friends of mine whose daddy also played golf. Our mothers would drop us off in the morning with $5.00 and pick us up around noon. The money was enough to buy two RC's and a couple of moon pies. Each of us were either Jack Niclaus, Arnold Palmer, Sam Snead and so on. My point is he would have more fun hacking it around with friends and could become lifelong friends. We were probably 8 years old.

After some lessons get him signed up for a US Kids tourney. Set modest goals. My sons goal in his forst tourney was to avoid having to pick up, which is a 10 on a hole. He made a couple 9's but that was a successful round that made him want to come back.
Get started early. They have age groups for 6 and under. By the time they are 10 or 11, they are all pretty good so hacking around out there may be harder on the kid.
