Under the rules at the time that was a blindside block based on the old 10 o'clock to 2 o'clock rule based on the body position of the person being blocked. I don't remember what year but I believe it was 3 or 4 years ago the 10 o'clock to 2 o'clock rule was revised to be based on the position of the eyes of the person being blocked.

The flag on the play should have been on the block but was instead an un-sportsmanship call on another play that stood over Burrow and taunted him.

Edited to add: it was an illegal block under the old rule and an even more illegal block under the revision.
