Construction/Rehab Loan

Buying a fixer upper as primary residence. Need loan. Here are details:
Location: South Central LA
Purchase Price: 245k
After Rehab Value: 450k
$ Amount Needed for Repairs: 150k
House Info: 5bed 3.5 bath 2650 sq ft slab home
Total amount of $ in project: 395k
I can come up with 80k or 20% of total value of home. Would like to finance the sale of the home and then do a 150k line of credit on the rehab as it may not need that much.
What bank/credit union do I need to be talking to?
First local mom and pop bank has me on a 1 year construction loan at 5.58%. Payments start 30 days after close. My biggest hangup is closing costs are astronomical: almost 12k.
