I learned to drive w/ maps pre-smartphone; but you're still screwed in rural areas or small towns without GPS if you don't have a local map. The foldout state road maps don't have local detail, and the names on local street signs do not always match up with state highway or country road numbers.
I've had to go down to the county courthouse and get an old map when I was working in a county where they renumbered all the unincorporated roads to convert to a new 911 system, but all the data I had used the old street names.
