Make them check out a key. After the key is returned do an inspection before the next person enters. Anyone leaving the facilities in unacceptable condition has to come in and do a deep clean on their day off.

I would modify slightly to (i) make them sign for the key and (ii) that when the employee returns the key, they must report any problems with the facilities. This way, if someone complains, you know who used the facilities prior to them.
