Cops should be paid more, cops should have to have some sort of law degree, etc. Etc.
Govt:
Hey cops we cant pay you more, but we can make some of you college debt go away.

Its already been said, they just modified a program already in existence because the requirements were stupid and didn't make any sense.

It's because when these people bitching hear "government employee" the only thing those words mean to them is a stereotype of the rude and/or lazy DMV or postal worker. Not painting with a broad brush requires a bit of objectivity.
