Do they require masks and/or vaccine passports to get in to restaurants and hotels or any other places of interest in the area?

Went last year and none you mentioned were required , we had a blast .

I was there last month. Only had to wear a mask in the airport, was never asked for vaccination status.

I just got back. No one cares about masks except for at the airport and inside some cabs/Ubers. No one asked for vaccination status at any restaurant or bar.
95% of the people I saw downtown and Pacific Beach were not wearing masks.
