I don't necessarily think Cates' analysis presumes that the FBI was an innocent bystander here.
Remember, Comey, Strok, McCabe & Lisa Page are all named in Trump's civil RICO suit.
HRC's folks knew they had people on the inside at the FBI who would run with the false pretext they were fed from Fusion GPS, Perkins-Coie, and all the other folks in on fabricating not just the Steele Dossier, but the Alfa Bank allegations, too.
