Brennan's competition in 2018 was Lowell Narcisse and Justin McMillian.
Do some guys develop and improve over time? Of course.
But that improvement usually doesn't turn an average QB into a great one. The improvement is usually marginal.
Now, putting a QB into a new system can yield dramatic results. Prime example is Burrow in 2018 and 2019, going from Ensminger's system to Brady's. But Burrow's skill and ability was there all along, it was just stuck behind Haskins and handcuffed by E in 2018.

I am so glad you mentioned McMillan, because he was 2 recruiting classes before any of them and had "waited his turn"...yet I don't recall any "pulling for Justin" posts before Burrow won the job.
