So they did a whole investigation but keeps using word “it is alleged”. They didn’t come to conclusion?

I can allege someone did something but it doesn’t hold in court even if that someone did it

There is another document detailing the evidence that was not released.

That’s why it’s called a notice of allegations.

It’s effectively the equivalent of an indictment - the school is being “charged” and now has a chance to either agree with the NOA (basically plead guilty) or respond and ultimately go to a hearing in front of the Committee on Infractions.
