That is the oldest lawyer trick in the book. If you have 1 or two cases you think are legit but weak...you pump the numbers up with a bunch of even weaker or BS claims. Because if there are 22, he has to be guilty right?
Even if 20 of them are bullshite. One of the oldest PR tricks in the book.
Regardless it is crazy easy to get an indictment, and they couldn't even do that. So he's almost certainly not "criminally" guilty of anything. Dude just might be a perv.

I definitely would not say certainly. Prosecutors and investigators are separate. Prosecutors often see things investigators should have done or asked before the investigator closed his case. Idk the situation here, but I would not say anything is certain
