I would think the fact that the Russians have not taken any major city is because they are by-passing the major cities purposefully, with the exception of the capital, of course. I don't think it is (though I would be happy if it were) the fact that they are being beaten back at every city.

Correct...he wants control of the country but not a total waste land that he would have to maintain IMO.
