And, I learned from watching the interview with the blonde government lady this morning that Russia owns the internet and power infrastructure in Ukraine.
No wonder they are being careful and going slow, they aren't about to go blowing their own stuff up. They want as much in tact as possible when this is all over so they don't have to completely rebuild their own stuff in their new territory.

ETA: as an added bonus, the people aren't as likely to rebel if you don't destroy their country
