Course they are hoping the 61 billion, which is actually around 40, is gonna save them, same as that vaunted summer offense we are still waiting on.
The lack of US aid (especially artillery shells and AD missiles) was only one of the three problems that the Ukrainian military is dealing with right now. The US aid will help, but Ukraine is not going to stabilize the situation immediately.
One problem is that Ukraine failed abysmally to construct fortifications as their offensive faded last fall. For that alone, Zaluzhny deserved to be fired. You see that right now, as the lack of secondary fortifications behind Avdiivka almost led to a Ukrainian disaster.
The other problem is that Ukraine doesn't have enough troops. They just lowered the draft age to 25, and it will take time to get new units trained. And recruitment efforts had dwindled to near zero while waiting for US aid, because prospects seemed grim.
Again, the US materiel will help, but no one should expect Ukraine to immediately stop Russia from advancing and the current lines to hold.
