Intellectually, you’re looking at a movement that goes back to Marx and the Bolshevik revolution.
Those terms are meaningless, really, at this point. The "Neo-Cons" of the Bush/Cheney administration did not consider themselves Neo-Cons, that's just the term the opposition (Leftists) tagged on them... even if some of the foreign policy ques they took originated from some of the ultra pro-Israel Leftists who gained sway in those circles in the 70s.
And Putin is simply an Authoritarian leading an increasingly Totalitarian state. Same as Xi. Same as Kim.
Orwell's point in "1984," which was imagining a "Stalin of the UK" was that it doesn't matter in which direction you arrive at Totalitarianism, the result is the same. The country on this planet that most resembles what's depicted in that book is North Korea. North Korea is in a permanent state of war as far as its citizens are told... Kim is waging a war to keep the "impure West" from invading and raping every racially pure Korean man, woman and child. We hate them for their racial purity, which we want to corrupt. All must be given to the fight, and people must realize that going hungry and living in the dark after sunset is necessary for the fight. Did you know that you weren't supposed to know if Oceana was actually at war in "1984?" The war happens in far-off neutral areas, which is why Airstrip One (England) exists right across the channel from Eurasia but is never directly attacked. The main character works rewriting history books and news articles to reflect the new things the government wants them to say, right? No one is allowed to leave the Island, communication is very limited. How does anyone know if any of it is really or not. When Trump set foot in North Korea, the internal news was written to say that, "being rightfully terrified of powerful Dear Leader, American President Trump tries to pacify him by meeting with him." That is why North Korea does things to provoke some reaction whenever the West and South Korea ignore them, because internally they need those reactions and threats to report back and keep the population convinced the battle is still important while the go to bed in darkened cities with hungry stomachs.
