Yet the claim that we are running out of artillery shells is preposterous. Several weeks, maybe months, Perun showed the line items in DoD where 10's of millions of unexpired rounds are set to be destroyed due an Obama edict. These are cluster munitions. When Obama couldn't get the ban on cluster munitions treaty approved, he did this. Meanwhile Russian hasn't signed it either and has used cluster munitions quite a bit when pounding Ukraine's trenchs.

In the industrial world, a maintenance manager isn't worth a crap unless he is hoarding spares not on the books. Is this a practice in the military?

If Russia hadn’t already used clusters on Ukrainians I would not advocate for them to be sent. We are supposed to be the leader on the world’s stage so it wouldn’t have been a good look for us to be the ones dipping our toe in that pool first. Russia has done that for us. At a time where artillery shells are coming at a premium and we are thinning our stocks to an alarming degree using cluster munitions that we aren’t going to use with our own artillery stocks would be a smart, efficient and cost effective way of helping the shell hunger that the Ukes are facing. One cluster bomb can do the damage of several regular shells when it comes to infantry especially entrenched troops. Biden won’t do it though because he won’t get permission from his former master Obama so it’s probably a moot point.
