Yup. Let's even take race out of it. One kid is on top going to town on the other kids face. The cops break it up and their main priority is to put the one losing the fight in handcuffs.
That just seems backwards imo. If your goal is to arrest both, shouldn't you be trying to take down the guy on top first?
