Louisiana is never going to improve the quality of its workforce if college graduates leave the state a week after graduating. If the state can’t improve its worker’s education level then it’s never going to improve its attractiveness to businesses.

They are going to go where the jobs are. Can't blame them.
The infrastructure and tax environment in Louisiana is not ideal for growing a business.

College graduates aren’t gonna stay here when better opportunities are elsewhere. And they shouldn’t be expected to do so.
And if you put a work requirement on TOPS graduates, they’ll forego the money and more of them will attend out of state schools which will cause the same problems TOPS was supposed to help alleviate when originally started.
Nothing is gonna improve as long as business taxes and regulations are unfavorable for businesses. Why do you want to hold a young person accountable for their TOPS money, but you don’t want to hold the elected officials responsible for the shitty business environment?
