I think there were pretty harsh penalties for anyone who knew someone was Jewish and didn't turn them in. Maybe even death.
In China during the Cultural Revolution under Mao, they had children turning in their parents and sometimes spouses turning in spouses.

This is the correct answer. They turned everyone against them. The penalties for NOT turning them in was death to your family. People curried favor by exposing them. Once this game begins, it spreads like wildfire. Amazing how people do not learn these lessons. People that are now vocal in the USA have made themselves targets for haters in the future. Read your history. This has played out over and over again!
