Schemblecher was notorious for using that rule.

He used it in Camp Randall in 1980 to drain Wisconsin of timeouts and march down the field. (Badgers got revenge the following season upsetting #1 ranked Michigan in the opener in Madison)

He and Harbaugh again used it at Camp Randall in 1986 at a night game. Harbaugh kept pulling out from under center waving his hands to plead the with the official. Long long delay it was ridiculous.

He transferred his tricks to Gary Moeller who attempted the same thing in Camp Randall during the 1993 game. (Where the fans rushed the field and had many trampled by the fence and taken to the hospital)

It was just a ploy to piss off the other team, drain their timeouts, and take the edge off the crowd.
Bo heckled the Wisconsin fans as not being sophisticated enough to quiet down when warned.

Ever since those games I have always hated Michigan and Harbaugh.

very interesting, i never knew that. that is kinda cruddy, but the bigger issue was, why was the rule implemented and not abolished for so long?

seems like such an anti-thetical rule to football (especially college)
