What this boils down to is stores like these have a "policy" that says payment is optional. That smacks everyone with any kind of moral code right in the face. And honestly, if they refuse to change their policy, the only way to force the issue is to have everyone that walks in the store take advantage of it.
False. The legal system has everything to do with it, but not in the way most people understand. One single incident where someone gets hurt severely, could cost 2 or 3 years worth of theft, and that is just medical bills and labor cost without production. I've seen $200,000 being paid in medical bills for a single workplace incident. Losing your life or quality of life is not worth a piece of merchandise that is covered by theft insurance. Also, the rate of arrest for shoplifters, after-the-fact, is well over 50%, at least in my past experience. I'm all for chasing shoplifters, used to do that shite when I was young and allowed, but it's stupid and not worth it.

Maybe instead of theft insurance they should invest in injury insurance. Then they could change their policy and take out two birds with one stone?

Was this like 25 years ago? The cops aren't going to care about following up in shoplifting case and even if they did, the chance of any real punishment is slim.
