I'm wondering if they actually meant that he resigned due to "personnel" issues or if they meant to say "personal" issues. I mean, why couldn't the town comment on issues with personnel at the town's police department?

“Personnel matters” regarding public officials are a matter of public knowledge and open inquiry according to Alabama state law.
