Hoover does fall into the category of this though:

They are, like you said, contracted by the State to be there. Brookside does NOT have jurisdiction on the Interstates, but they will 100% find a loophole to get people never the less.

So unfortunately I live close enough to Brookside that my online taxes actually go to this mafia because of the "2 mile buffer rule" - talk about being furious that a part of my taxes have funded this racked, luckily I never go into Brookside, and now I know to steer clear of it forever.
