I think this is the reason. In the United States this is less of an issue because for most large sports events it’s pretty much mandated that there be an EMS crew available to assist. I don’t know what the set up is in Europe, but the only doctors may be the ones pitch side.

Hate to sound like an ugly American, but if the above is true they need to change it. Don’t stop a match or (a game in the US) because of an incident in the stands.
