Governor still hasn't announced anything formally and after he does it will take at least two weeks for anything to come into order.

One of the elders I'm with (who is unboostered, but vaccinated + Delta) was worried about getting stuck in Hawaii, but you don't have to go through the same process leaving as you do coming into Hawaii.
