thats exactly the play. appease tony and get his guard down by giving up his boss that was causing problems for everyone. it makes him seem reasonable and willing to work with tony for business. now tony thinks its over, easy whack. he was playing both sides

Another theory is it wasn’t NY that killed Tony but Russians. Revenge over the Pine Barrens guy or any number of other things
