The biggest difference is the passage in 2009 of a law championed by Jindal and Republicans to take a bite out of small town speed traps…basically any tickets written for speed violation under 10 mph DOES NOT go to the entity writing ticket but to the state…

That would explain why I’ve blown by then at 80 multiple times and haven’t been pulled over.
