I know some manufacturers who have done this to help out. Ie. Toyota trucks has moved the cat up close to the headers and new models making it much harder to steal it.
The real solution for every vehicle is to find and arrest the scrapers who pay for them. If there is no money in it they won't get stolen.

When did they do this? Easy access is why Tundras have them stolen so frequently.
GM has had the cats up next to the manifolds for years as they light off faster. Not as a theft deterrent.
