2. Make work visas easier to get.
3. Eliminate entitlements to illegal aliens and work visa holders. This includes showing up to the ER or dropping the kids off at the public school.
4. Create a 'free trade' zone for all of North and South America. No tariffs, taxes, or barriers to the transfer of people, goods, or services.

Now, this works if you deport violators and remove the social safety nets.
