Who was Mary Mcormack fricking during the last 2 seasons of West Wing?

Got nothing to do but rewatch TV shows and on a West Wing kick.
I know Kristin Chenoworth was boinking Sorkin and that’s why she was promoted. Kate Harper though? The female white blonde CIA/military Operative who somehow had covert experiences in both Cuba & the Middle East but still operated as the voice of restraint?
She did a fine job acting for the character, but the character sucked right?

Her character was ok and actually provided significance in many plots towards the end. It didn’t make up for the absence of Fitzwallace but nothing would.

After he left as the head writer of the show but I thought they met due to her addition in the show and his role as an executive producer during the last 2 seasons as a last ditch attempt to extend the life of the show.
