What's the rule on gear the extends off the body?

The elbow pad hanging 4" off the dudes elbow gets hit and it's a hit by pitch?
Why can't we just put people up there with 3 foot long pads that extend in the zone?

I'ver often wondered the same thing - They have always looked at least an inch longer than an ungloved hand. Some look quite a bit longer.
