True. At the same time, however, they also don't have the option of getting in at, say, #15, like a BCS conference champ does.

They actually might be screwed by the Catholic schools in the Big East...hmmm...nope. Not going to make the joke. I mean Villanova and Georgetown.

that's true as well (and a good point). here's a few gems that have made it in over the years:
1998- #15 Syracuse (Big East)in the Orange Bowl
1999- #22 Stanford (Pac 10) in the Rose Bowl
2000- #17 Purdue (Big 10) in the Rose Bowl
- #11 Notre Dame in the Fiesta
2001- #13 LSU (SEC) in the Sugar
2002- #14 FSU (ACC) in the Sugar
2004- #13 Michigan (Big 10)in the Rose
- #21 Pitt (Big East) in the Fiesta
2005- #11 West Virginia (Big East) Sugar
- #22 FSU (ACC) Orange
2006- #11 Notre Dame Sugar
- #14 Wake Forest (ACC) Orange
2007- #13 Illinois (Big 10) Rose
2008- #19 Virginia Tech (ACC) Orange
- #12 Cincinatti (Big East) Orange

So out of 52 BCS Bowl games (104 different teams), a non top 10 has played 15 times. The reord for non top 10 teams is 3-12 -though one of the wins, Virginia tech in 08, was against another team from outside the top 10, so te record in bcs games for non top 10 teams who play top 10 teams is 2-11 (LSU, at #13, beat #8 Illinois and #11 West Virginia beat #7 Georgia. Stanford nd FSU re tied for worst ranking for a team that's appeared in the BCS, both ranked 22.
The Big 12 has never had a non top 10 represent them in the BCS. The rest of the conferences, are as follows:
SEC- 1
Pac 10- 1
Big 10- 3
Big East- 4
ACC- 4
Notre Dame- 2
Bottom Line- non top 10 teams should NOT be invited.
