They only have approx 662K tv households, and Kentucky is the state school. They wouldn't bring much more to the table. Louisville also only ranks 49th in TV markets.

I agree that A&M and VT would be the best choices for expansion, as you add two states to the mix and three top media markets (DFW, DC, Houston). Simply make them each other's permanent rival (they are each state's land-grant agricultural school, so there's already something in common).
If we go 16 schools, then I would add West Virginia and NC State (I know the latter isn't the best choice to get the NC market, but UNC and Duke probably don't budge); now I have four new states and several more eyeballs watching.
