I think the Big 10+2 and the Pac 10 would try to pick up on the rest of the Big 12 to become 16 team conferences as well.

I hope they don't, I hate this idea.
You will have a bunch of teams in a "conference" not playing each other...unless everyone ponies up and stops playing OOC cupcakes.

Just have a 12 game schedule and play 12 conference games.

Or even 13, but if you have a Conference Championship game, then a semi-final and final that would be 16. Might be a little much.

You're assuming people would agree to this and I doubt they would give up their easy cash scrimmages.
Also, some teams have rivalries outside of conference. Well maybe only USC; that's surely one team that couldn't give up ND and vice-versa.
I don't think any presidents would sign off of playing more than 10 conference games. That would be the max. Hell, the PAC moaned about playing 9. The SEC cries about 8.
