The BCS conferences will still skim the schools they want (Big East invited Houston, SMU, UCF, AF and Boise this AM, Big-12 could raid the MWC for UNM, CSU or Boise) but at least there will be enough left to still have a conference, unlike the WAC and possibly the Big East. Gives the mid-majors a much more viable option.

Is the NCAA going to allow a conference to have two rounds of playoffs?

Why would the NCAA regulate how the conference determines its champion?

They already do. You need a minimum of 12 teams to have a CCG and you have to have divisions.

That's because there is no point in having one with a conference less then 12 teams. PAC10 played everyone so they didn't need to have a championship game. If you expand to over 20 then you would have to have a play-in game. 20 is the most that you could have and still do two divisions.
