SO the guy at Penn St stays and get $1 million per..

If we offered him, would we have offered less than what Chavis was due (1.3) ?and we still didn't take him from Penn ST? Doesn't sem like we really wanted him.
Article says he was retained for "nearly" 1 million annually.

Right, but why would he take less than possibly was being offered? My point being, IF we wanted him, he was ripe for the picking. Our money would have crushed what Penn St was going to offer.

He was never offered by Miles. He was told he is a candidate and has to wait for the final decision.

1.3 million doesnt really "crush" 1.0 million, not for a guy who grew up in Pennsylvania, has no ties to the south, and already has a great job.
