EBR Public Library is a great resource.

In addition to the obvious physical books, shitload of online material such as audiobooks and ebooks. Easy to download and return. Great selection. Free.
And they just started using an app (Libby) for the e-material. Easy to browse, search and sort. Meshes well with kindle and overdrive.

The Livingston Parish library system is very good as well. They give you access to the Hoopla app that allows you to check out and stream movies, music and books for free

That's what the St Louis city library uses. I've been mostly happy with the selection on it.

How would I go about getting a card to use on Libby? I live nowhere near Baton Rouge

I think a lot of libraries use Libby/Overdrive (though the selection is different for each library). I would check with your local library to see if they use the service and then get a card with them.

EBR issues a 2 month ecard, but you can't access ebooks.
I use my local library, but it's a small town and titles are limited on Libby.

Ouachita has a fantastic library system. Probably the best run thing in the city.

MONROE -- Ouachita Parish Public Library (OPPL) was recently namedone of the top libraries in the nation. In the November issue of Library Journal, a major publication of the library profession, OPPL was awarded its first ever five-star ranking, the highest rank awarded.
"I am pleased that Ouachita Parish Public Library has been named a 2012 "Star Library" by Library Journal in the category for US public libraries with expenditures between $5,000,000 and $9,999,999. We earned 5 stars, which is the highest ranking, and we were ranked sixth in the nation out of a total of 32 libraries in that expenditure category," said Robin Toms, Director of Ouachita Parish Public Library.
The only other Louisiana public library to be named a 2012 "Star Library" was the East Baton Rouge Parish Library in the $10,000,000 - $29,999,999 expenditure category. East Baton Rouge Parish Library earned three stars.
"This is the first ever five-star library ranking in the state of Louisiana," said Toms.
