Books where the bad guy didn't get what he/she deserved

What book sticks out in your mind because the bad guys got off easy or didnt get what they deserved? I enjoy these kinds of books occasionally because they are a better reflection on life and keeps you on your toes for a little while.

I just finished the Blackwater series and one of the characters got off way easy.

Deadhouse Gates. No question.

Gardens of the Moon comes before it in the series, but I don’t think you HAVE to read it first to get Deadhouse Gates.
