Isn't there a bill right now were budget cuts can only be taken away from Education and Health Care in Louisiana? If so, that needs to change quick.

There isn't any proposed legislation, this is the practical reality in LA. It's a state issue, but obviously affects local municipalities like New Orleans.
I'm no political insider, expert or watchdog, but as a semi-informed citizen, this is my understanding of tbe situation:
Many, if not most, pork barrel projects are constitutionally protected in LA. By law, they can't be cut. When the budget can't be balanced, as it's required to be by law, Education and Healthcare are the easy targets for cuts. Raising taxes is a very unpopular notion in LA, especially if you wanted to run for president and had Grover Norquist's dick in your mouth.
Louisiana needs to have a constitutional convention and clean up the existing mess. This isn't a new development, it's been needed for at least 30 years. But it won't happen because it'll jepordize the personal fiefdoms that some of our legislators have built for themselves and their political allies.

I think we should then stick to the current MO Blame Democrats, until a Republican gets in and when nothing happens, just say he was a bad Republican and the cycle begins again.
Also the mics are not to listen in, only detect gunshots. The system has been tested elsewhere and yes we will one day have surveillance drones. Government already runs the schools anyway, so that point is moot.

The answer is gentrification. It sucks because much will be lost in the process. However, every successful city has better demographics than NOLA.

They can't make them care but you can punish those single parent families and reward the 2 parent house holds.
