What can honestly be done to fix New Orleans in terms of crime & mismanagement?

Serious question. I know the idiots will say burn it or raze it, and I expect no less than a couple of mentions of statues. Let's be serious though, what can reasonably be done to

Attract competent police to the city?

Use current tax income for repair of roads and infrastructure without increase to millage?

Repair the horrible state of education in the city?

I don't understand why New Orleans hasn't been completely gentrified yet. Seems like the sky would be the limit for it.

Education cannot be fixed until the family structure is fixed. You could have the best teachers in the world with the newest technology and kids would still act like cretins if they are getting no discipline at home.

The real answer is gentrification.

tie the tubes of all males at age 10 and then untie them when they become taxpayers. This would stop the out of wedlock child births by the poors and slow down our welfare state drastically. NO taxes NO kids, dabigfella for NO mayor

Isn't there a bill right now were budget cuts can only be taken away from Education and Health Care in Louisiana? If so, that needs to change quick.

Lawlessness is the biggest part of its appeal. It is a dangerous balance to maintain for sure.

Okay, some of you are hyper sensitive. Understood. Drunken revelry is encouraged in New Orleans. Just use post Katrina as a baseline for lack of observance of law. Not meant to be criticism, it just is.

Honestly, the demographics will never allow the city to reach normal, sustainable level in my opinion.

I know this may sound bad to some, but it's my dead honest opinion...New Orleans has a "different" type of black American. They are substantiallymore violent, dangerous, and reckless in my opinion compare to arguably every other town. I read reports (mainly through this website) about 15 year olds snatched up in broad daylight off St. Charles Ave and are raped and beaten. I read reports of random, gang initiation style shootings on Magazine Street. I read reports of robbers ransacking some of New Orleans finer Uptown restaurants. I read reports of shooting up the Domino's pizza guy for $20 and a '94 Corolla. I read reports of shooting up a Mother's Day parade.

That kind of stuff doesn't happen elsewhere. Maybe it's because the city is so intertwined? For example, walk through the Garden District and admire the $5+ million dollar homes. On the other side of the street is straight hood and section 8 housing.

Who knows. New Orleans, for a city its size, is truly at a whole different level crime wise. Its become the norm and the citizens tend to just shrug their shoulders and chalk it up as "another day in the Big Easy".

ETA: That and the NOPD is one of the more corrupt departments in the country. They can't pay nor attract quality officers. Why should they? I wouldn't want to work in that environment and be assigned to the Lower 9th, 3rd Ward, 7th Ward, Holly Grove, New Orleans East, Central City, St. Claude/St. Roch, shite I can keep going...

As far as the roads, forget it. The city is sinking an inch per year. Every good rain washes out and makes roads worse.
The other problem could be addressed by limiting money paid to welfare mothers for children born. Forget birth control. They are not compliant.
Level the crappy parts and start over.

There should probably be a clean sweep of anyone holding any power in New Orleans (and maybe even Louisiana as a whole). Not sure how true it is, but my real estate professor a few years ago who is very successful with his own business said you still have to slip judges in New Orleans a few bills to get anything done.
