You would have to basically swap out a majority of the citizens.
You can take a company, hire the greatest CEO, provide the best work environment and facilities, have the best training programs, but if all the employees are shite, your company will still be shite. Same goes for the city.

Crime is the major issue.
There is mismanagement in every government agency I have ever had to interface with. This issue has improved greatly in NOLA over the last few years. Still a ways to go, obviously.

New Orleans, since its inception, has been a den of thieves, pirates, prostitutes, gamblers, dealers in every human vice, those that prey on the weak and unfortunately, and those that profit from it all. It's the a-hole of the continent, hemorrhaging all the refuse of humanity out in to the unforgiving Gulf.
To "fix" New Orleans would be to remove its existence.
Leave it alone as a play ground for those seeking a taste of the deprave, the unlawful, the fantastic, the deviant, the sin that they shy from on Sundays.
That which is dead can never die.

I never bothered to stop and listen to the guy with the cross and megaphone preaching. Thanks for the transcript.
A lot of what you said is accurate though. You and many others see it as a problem. Myself and others see those as the draw. You can't have a place that restricts vices and get creativity. There are very wholesome places where people are safe and protected. They go to church on Wednesday and Sunday and the herd keeps them from running astay. That's great for those people. As for me... frick that! I want the exposure and knowledge to know what's out there and then decide what I want. If I want a dealing, dice shooting, hooker with a bird on her shoulder, then that's on me.

Here's the problem with gentrification as it's practiced in New Orleans - too many part time residents. Rich people aren't coming here from other states and working here, "creating jobs" as LABI would say. They're buying up houses to winter in, or sometimes just to hang out in during Mardi Gras. This is my impression at least.
ETA: The kind of gentrification NO really needs is not dilettantes coming in from NYC or Los Angeles. What would really improve the city is getting wealthy Louisianians to move back in from the suburbs - Jefferson & the Northshore. Basically do the opposite of what their parents did. The question is how does the city lure those folks back? Can it?

Have a program that attracts high school grads to join the force. The kids would be required to have a 2 year associate degree in Sociology or Criminal justice from Delgado or one of the other community colleges. While working on their associates degree they are required to have X amount of hours per semester doing ride alongs to learn the ropes.
As for fixing the crime-end corruption in the force, put more boots on the streets, in neighborhoods rather than in cars.

I don't know what outreach programs NOPD has, but a few years ago the city council passed the associate degree and residency requirement. I'm fairly certain the residency requirement was removed.
The issue that kiled the NOPD recruitment was the detail change. Those guys had a way to make a good living. Now that money is going to sheriff department, constables, and anyone with a badge other than NOPD.
