He does have periods where he regresses and doesn't look past his first read but he has improved a great deal on that over just 22 career starts. if he can continue to improve he will definitely be worth the money. As of right now i'd give him a 3 year deal for about 28-30 million with 10 guaranteed.
People are arguing against him making 20 mil a year, and you just agreed with them basically
No one would have a problem if he was asking for 10 mil a year, which you said you would pay him
