I would totally agree that Putin has some degree of Blame.. But when your administration says it's because of Covid then you lose all credibility.

Follow the money. These people don't give two craps about anyone until it's time to put a check mark on a ballot.

As for helping other countries that's where the $$$ is. They aren't sending millions without a kickback, promise you that.
