It's free standing and the floor height is just above grade and the roof will be about 14' at its peak. I guess I can understand the need to have footing calculations confirmed. and structural design also. ...

I believe structural. This was the request "The plans submitted fall outside of the prescriptive 2015 International Residential Code and will require
plans prepared and stamped by a design professional. Please provide a PDF copy of plan to your
reviewer for review."...
