If I recall at the time, there was a lawyer at the NCAA that was a Texas grad. Also, SMU got some kind of sanctions from the NCAA after beating Texas. They do briefly mention that in the 30 for 30.

The state of Texas was the fastest growing state in the nation for several years and we needed to be investing more into all of our schools.

A&M has lost the last 3 against Texas and are due for a win. A&M is particularly dangerous when everyone, including their fans count them out.
But Texas could still make it even if they lose to A&M.
