Unless you're comfortable with SD, I would avoid Ocean Beach. The beach isn't the best and the "locals" can detract from the fun (think haight-ashbury ultra-lite), but would be a fun couple of hours. Considering the age of your daughter, Pacific Beach would prob be best.

Many good suggestions from the board. My 2 "top" suggestions for your situation are La Jolla Shores Hotel and the Catamaran. The La Jolla Shores area is more of a family beach with calmer waters than most beaches in the area and a playground/park to boot. The Catamaran (Pacific Beach) is a good option if you prefer more options as far as restaurants, shopping, etc. and easy access to both beach and bay.
