That's how you maintain order, yes. Either you force them to operate under the radar, and incur all the expenses that they need to doge law enforcement, use violence to settle disputes. Or you let them operate in plain sight, with a physical headquarters, labeled trucks, using public infrastructure, normal phones, full access to the legal system etc. You can drive your lamborghini's in public and purchase/sell mansions under your name. You get the full benefits of operating in the open as long as you agree to pay taxes and allow regulatory supervision.

And the government gets to benefit from reduced crime, tax revenue to revamp roads, bridges, social programs, etc.

Everybody wins.

Hopefully with crappy US relations we could end the war on drugs. Legalize tax and regulate the sale, distribution and transport of all drugs. Allow the cartels to incorporate, use the legal system to settle disputes rather than violence. Let the US go to shite, use the tax revenue to fund Mexican social security and transition more of our universal healthcare to single-payer, as well as spend more on infrastructure, education, etc.

We just need to get rid of that American-owned cuck Pena Nieto and all the shills in his party.
