I had the same question and contacted Ascend Customer Service. Below is the response, in short they use this as a connection point when molding the kayak.

Sorry for not responding quickly. If you are talking about on the sides inside the hull those are for molding purposes and has the blind inserts and you can add accessories if you choose to.
