re: Is this a scam, received a letter from Payne Richards & Associates?

I signed up and got what looked like a check to me from the KY State Treasurer. In fact it was a copy. Made out to me, but apparently PR pockeded the money. Bank rejected the "check" on grounds of being a copy. Payne Richards did not send the money to me. All very strange and embarrassing as to dealings with bank.
